The Minnesota Department of Health says the number of uninsured people in the state declined last year, but the uninsured rate remains higher than it was before the start of the Great Recession. The rate dropped from 9.1-percent in 2012 to 8.2-percent last year. That means approximately 445,000 Minnesotans, including about 80,000 children lacked health insurance coverage at some point in 2013. The department notes the uninsured rate in 2007 was 7.2-percent.
