Sheriff’s Captain James Schueller said a deputy was parked facing northbound traffic in the median of Hwy. 52 between Rochester and Oronoco around 7:45 p.m. The deputy was checking the license plates of passing vehicles when the plate of one vehicle came back as having an owner with a revoked driver’s license. Schueller said the vehicle was also labeled as “subject for impoundment.”

The deputy entered the northbound lanes to try and stop the vehicle. The driver then exited off Hwy. 52 at 100th St. Northwest in Oronoco before allegedly getting back onto Hwy. 52 to continue north at a high rate of speed. Schueller said the deputy estimated the driver reached speeds of over 100 mph while he was weaving between traffic.

Schueller said the deputy stayed behind the vehicle with his emergency lights on while maintaining its location without matching its speed. The vehicle then exited Hwy. 52 at White Bridge Rd. The deputy lost sight of the vehicle at the top of the exit ramp and had to choose to turn east or west, Schueller said.

The deputy turned to the east and immediately spotted the vehicle. The driver turned off White Bridge Rd. to a dead end on White Pine Rd. The driver then reportedly parked between two tractors and the driver allegedly exited the vehicle and took off on foot when the deputy pulled into the area.

The man tried to scale a large fence near the tractors but was unsuccessful. The deputy then withdrew his taser and instructed the man to get on the ground. The man reportedly identified himself as 31-year-old Dylan Kaiser.

Schueller said Kaiser did not have a valid driver’s license. He was arrested on suspicion of fleeing an officer on foot, reckless driving and obstructing the legal process. Schueller says the deputy was not following the Kaiser close enough for the sheriff’s office to seek felony fleeing in a motor vehicle. Court records indicate Kaiser has felony DWI convictions in Rice and Hennepin Counties.
