ST. PAUL, Minn. (AP) — Minnesota's legislative auditor says he plans to conduct a comprehensive review of the troubled launch of Minnesota's health insurance exchange.

Jim Nobles told a MNsure oversight panel on Wednesday that his review will look at problems that plagued the exchange website in its early days, and other issues related to MNsure's startup as well.

Nobles says he's gotten good cooperation from many MNsure officials so far, but noted that he has subpoena powers he can use if necessary.

Republican lawmakers who had hoped to use Wednesday's hearing to raise questions about what Dayton administration officials knew in the weeks before the launch, and when they knew it, say they're confident Nobles will do a thorough job.

Nobles says he expects to complete the review around the end of the year.
