The National Weather Service has issued a Wind Chill Advisory for Rochester and the surrounding communities. It takes effect at 6 p.m. Thursday and is set to expire at 9 a.m. Friday. 

Forecasters are predicting wind chill values could plummet as low as -30 Thursday night into Friday morning. The overnight low in Rochester is expected to be -16. 

Officials say frostbite can occur on exposed skin in as little as 30 minutes. They advise anyone outside during the advisory to wear appropriate clothing, a hat and gloves and to use caution if traveling alone.
