Rochester, MN (KROC-AM News)- A Rochester man is facing charges connected to a case involving a vehicle theft and impaired driving.

That’s according to a criminal complaint filed in Olmsted County Court on Friday morning. 

Rochester police responded to the report of a stolen vehicle on Wednesday night and found the vehicle with the suspect inside early Thursday morning, the complaint says.

25-Year-Old Rochester Man Found Slumped in Stolen Vehicle With Loaded Gun, Charges Say

25-year-old Jack Ryan Farrell is charged with felony vehicle theft, receiving stolen property, gross misdemeanor possession of a firearm while under the influence and gross misdemeanor DWI.

A woman reported someone stole her vehicle shortly before 8:45 Wednesday night from her home in southeast Rochester. 

Shortly before 3:45 Thursday morning, officers responded to the report of a person being slumped over in a vehicle near Olmsted Medical Center on 4th St. Southeast. 

Responding officers identified the person as Farrell and confirmed he was driving the vehicle that was reported stolen, the charges say. 

Multiple witnesses, who are also paramedics, told police the vehicle was in drive while Farrell was unresponsive and that it ran into a dirt pile in the area, the court document says.

The witnesses were able to put it in park and turn it off before police arrived. The charges say they also saw a firearm on Farrell. 

Officers arrested Farrell after seeing the loaded firearm. The complaint says Farrell showed signs of impairment. 

He was drifting in and out of sleep, had bloodshot watery eyes and slurred speech, the court document says. Police found an open liquor bottle and drug paraphernalia inside of the vehicle, the complaint says. 

Farrell provided investigators with a urine sample that was sent to the Minnesota Bureau of Criminal Apprehension for testing, the complaint says.

Court records indicate Farrell lost his driver’s license due to a DWI conviction last year. He is also awaiting sentencing for a fentanyl bust case he entered a guilty plea in earlier this year.

Farrell’s bail was set at $300,000 without conditions Friday. He is due back in court next month.
