The Rochester Planning and Zoning Commission last night approved the preliminary plan for the latest downtown project proposed by Titan Development,

which is owned by the Chafoulias family.  The firm is proposing a 24 story mixed use building that would include a hotel, apartments as well as office and retail space.   A new city-owned public parking ramp with at least 450 spaces would also be part of the project, which would be constructed across from Michael’s Restaurant. It also calls for a skyway connection over Broadway that would tie in with the Center Street parking ramp or the University Square building.  The proposal next goes to the City Council for its consideration April 21st.  The plan includes a request for tax increment financing. A final plan is expected to emerge later this year. The Chafoulias family has been planning to develop that site for years.
